A NITI Aayog member, Ramesh Chand, recently backed the QUBRI scheme ahead of the Union Budget for FY24. This brings the focus back on the concept of quasi- universal basic rural income, highlighted in 2019.

What is the scheme about?

2019 proposal:

  • The former Chief Economic Adviser Arvind Subramanian raised the idea of a basic income scheme to guarantee minimum cash transfers to all rural beneficiaries except those who are well-off. He proposed this as a way to effectively address agrarian distress.
  • He termed this proposed scheme ‘QUBRI’ or Quasi-Universal Basic Rural Income scheme.
