What is the Two Ocean Strategy?

  • The ‘Two Ocean’ Strategy is a Chinese strategy conceived by the CCP (Communist Party of China) in 2000s in line with the PLA’s objective of naval power projection. This idea was also posited by Robert D. Kaplan in “China’s Two-Ocean Strategy”.
  • It refers to a strategy for redistribution of balance of power in the Indo-Pacific region and the 2 oceans referred to here are the Indian Ocean and the Pacific Ocean.
  • It envisions expansion of naval operations from the Western Pacific and South China Sea to the Indian Ocean.
